Lebanese baked kibbeh (kibbeh bil sanieh)
A family-style tray of tender beef-and-bulgur kibbeh layered around warmly spiced beef, onion, and toasted pine nuts.

Ingredients

- 1 1/2 cups fine bulgur wheat
- 2 cups cold water
- 2 pounds 90-percent-lean ground beef, divided
- 1 large yellow onion, divided
- 2 teaspoons kosher salt, divided
- 1 1/2 teaspoons Lebanese seven spice, divided
- 1/2 teaspoon ground cinnamon
- 1/2 teaspoon black pepper
- 1/3 cup pine nuts
- 3 tablespoons extra-virgin olive oil, divided
- 1/3 cup ice water
- Plain yogurt and chopped cucumber, for serving
Instructions
Cover bulgur with cold water for 20 minutes. Drain in a fine sieve, squeeze very dry in a clean towel, and keep chilled. Finely chop half the onion; grate the other half and squeeze it dry.
Toast pine nuts in 1 teaspoon oil and remove. Cook chopped onion in 1 tablespoon oil until soft; add 3/4 pound beef, 1/2 teaspoon salt, 1/2 teaspoon seven spice, cinnamon, and pepper. Cook to 160°F, fold in pine nuts, spread out, and cool completely.
Pulse drained bulgur, grated onion, remaining raw beef, 1 teaspoon seven spice, and 1 1/2 teaspoons salt in batches until cohesive but not pasty, adding ice water by spoonfuls only as needed. Keep the mixture cold.
Heat oven to 375°F and oil a . With wet hands press half the kibbeh evenly into the pan, spread the cooled filling to the edges, then patch the remaining kibbeh over the top without compressing the filling.
Score through the top layer into diamonds, drizzle with remaining oil, and bake 40 to 45 minutes until browned and 165°F in the center. Rest 10 minutes before following the score lines; serve with yogurt and cucumber.
